SAR (Suspicious activity report)
A suspicious activity report covers suspicious behaviour where there is no completed transaction to report: an attempted deposit that was refused, an account-opening attempt with false documents, or conduct that raises suspicion on its own. In the UAE's goAML the SAR is a separate report type from the STR, and it records activity details in place of transactions.
Why it matters for brokers and payment firms
Brokers and payment firms see many attempted or blocked flows. Choosing SAR rather than STR when nothing was executed keeps the report consistent with the FIU's expectations.
