Maker-checker
Maker-checker is a control in which one person prepares or proposes an action (the maker) and a different person reviews and approves it (the checker). The system should prevent the same user from doing both.
Why it matters for brokers and payment firms
Closing alerts, filing STRs and changing thresholds are decisions an inspector expects to see approved by a second person, with the reason recorded.
